[Q] Why the "ndownloads" folder always create by itself topic

SOCIALIZE IT ⇨

Does anyone have the same issue? The folder contains a picture that looks like this emoji ":confused:". No matter how many time I try to delete this folder it always recovery by itself after a while. I tried different rom, nothing works.
