downgrade bootloader HTC HD7 T-Mobile topic

Hello Guys i have problem downgrading bootloader for htc hd7 it always stuck at loading .... after i put the phone to USB Mode
so what do you think guys ? what could be the problem ?wrong region rom ? or what ?

and also do i need Gold Card Tool for this ?

here is what i have so far :

1-SD-Card Fat32 +Card reader
2-Y-Cable
3-and i used this rom
RUU_Schubert_TMOUS_1.20.531.01_Radio_5.51.09.11a_2 2.31.50.09_Signed_SCHUBERT_RELEASE
