[Q] Move to sd not working after set-install-location 2 topic

Hello, I just have done "pm set-install-location 2" to move my apps to SD but in almost every app the option is disabled and when I use "pm get-install-location" it returns "2[external]"
It's a retail Moto G 4g 4.4.4 I did it on another Moto G and it worked perfectly.
