NFC while phone off and/or locked? topic

Anyone know of a non-CM-based 5.1 ROM that allows reading NFC tags while the phone is off and/locked? Thanks.

This used to be possible in 4.x with an Xposed mod but no longer. I'm looking for baked-in fix. I have a CM-based ROM with this but there are some side issues I'm trying to avoid.
