Installing ClockworkMod Recovery Requires Root? topic

I am looking to install ClockworkMod (CWM) recovery version 6.0.3.2 on to my T-Mobile Samsung Galaxy S4 (SGH-M919) as described in this thread: http://forum.xda-developers.com/show....php?t=2264637. I tried to install the CWM recovery via the Rom Manager app linked in the thread mentioned, and I got a notification indicating root was required.
So, that is my question - Is root required to install ClockworkMod recovery on to my SGH-M919? Isn't it possible to install the CWM recovery on to my SGH-M919 without having to root my phone by flashing it directly through Odin?
