always locked bootloader even unlocking with htcdev topic

Hi all !!

Hope someone can help me i'm lost with this device !!

It stuck in bootloader with "LOCKED" Status
K2_UL PVT SHIP S-ON RL
HBOOT-2.00.000
eMMC-boot

i tried to unlock bootloadder with htcdev with the correct unlock_code.bin but when the phone reboots it returns to fastboot screen like nothing happened !
