Unable to receive texts until I toggle airplane mode on and off topic

I'm on stock 5.1 with root and franco kernel.

This is the 3rd time that I'm aware that I can't receive texts. I can't tell that I'm not receiving it until someone messages me on hangouts saying they texted me. When that happens I toggle airplane mode on and off and then a flood of texts will come in. During that time I can send out texts just fine but I can't receive them.

Has anyone experienced this before?
