Smart Manager on our phones? topic

So for whatever reason Verizon and AT&T decided to remove the Smart Manager app. The weird thing it looks like it is still on our phones under application manager. Is it just blocked from showing up in the app tray? Not that I would probably really use it but it's still annoying.
