[Q] Phone stuck in TWRP topic

Hi,
I just unlocked my M9 and installed TWRP. When I flashed my ROM it said no OS installed when I rebooted and the phone stayed on the HTC splash screen. So I tried flashing boot.img in adb which tells me in need s off to do that. Now I tried reflashing recovery but now it says i need s off for that too! Someone please help me.:confused:
