[Q] Change Bluetooth restrictions android radio (Car) topic

I bought an Android car radio, Android 4.1.1 with modified ROM for the radio.

Device: icartech VX7 (china Roadrover ChangAn S) root with "RomasterSu" => Root Checker: root active!

Problem: The built-in Bluetooth cannot see/connect to all devices (OBD2 BT ELM327 device) or phones (Oneplus One 4.4.4).
The manufacturer says it's only for handsfree devices.

Question: Is there a way in the system files to allow more devices? "/system/etc/bluetooth?"
