[Q] Can't purchase anything from Play Store! Plz Help! topic

Hi everyone I'm trying to buy some apps and games from the Play Store but every time it gives me an error on my phone and the website, I've tried clearing the data on (Download Manager, Play Store, Play Services and Play Framework) and tried removing my Google account and re-adding it but nothing worked with me I don't know why!! and of course I checked my credit cards and they're fine.
My phone is Nexus 5 running Android 5.1 and my Play Store version is 5.3.6

Please guys help me I need to buy things and that's so annoying :(
P.S. I attached screenshots for an example of the error on the phone and the PC.
