Problem with call Settings topic

When I go to settings in the dialer and try to select Call Forwarding or Additional Settings I get an error message that says "Network or Sim Card Error". I have checked with at&t and got a new sim card but that didn't solve the problem. I'm on stock rooted 4.4.4 with s-off. At first I thought it might be because I disabled Carrier IQ with the Disable Services app but that wasn't it. The only other mod I have that may affect this would be that I froze the updater service app with Titanium so I wouldn't receive the OTA. Anybody have any ideas?
