Call blocking apps on Lollipop render phone useless topic

Root Call Blocker and any Xposed Call Blocking app completely kills data and the ability to make/receive any phone call. Is this a known issue for the G3 on a Lollipop ROM? RCB did work for me on multiple KK ROMs.
