ADB without Debug Mode ON topic

SOCIALIZE IT ⇨

Guys, I recently flashed a ROM and i got a black screen of death (i can only press the power button, and then tap on Power Off).
I tried to flash a stock ROM, still black screen. So I decided to use the factory image from Google but I cannot see my device with ADB since the Debug Mode is OFF.

I have access to TWRP recovery.

How can I bring it back to life?
